The Training Agency is the organization which establishes training curriculum and mints Instructors.
The Training Agency sets the tone and provides a framework with their process or system. This determines the focus and pace for training of divers. Yet the biggest factor will be the skill and experience of the Dive Instructor. As they say in computers, GIGO, “Garbage In, Garbage Out”…

There are Training Agencies which promote a lock-step process and those which promote a more customized approach. The instructor is really the one who parses that process into what happens in the world.
So how do you choose? Interview your instructor! The correct answer to the question “how long will it take to finish this course” is “as long as you need to develop the skills.”
Cookie-cutter courses do work – just look at the low rate of scuba injury – but the difference is vast between diving un-injured and being a competent diver.
